At the scene, police found a black pickup truck damaged and its driver acting erratically. The driver was identified as Michael Collins, a 48-year-old Bradford resident, according to police.

Police told Collins to sit on the guardrail, but he ignored them and went back to his truck. Collins retrieved a gun and threw it, police said. He was then arrested.
Police believe Collins had been traveling north on I-93 when he lost control of his truck. He hit a guardrail, then crossed to the other side of the highway and hit another vehicle, authorities said. The driver of the other vehicle was not injured.
Collins was taken to a hospital and treated for injuries before being released. He has been charged with reckless conduct with a motor vehicle, reckless conduct with a firearm, falsifying physical evidence, and possession of a firearm.
